Mr. Storto is a 1984 graduate of the U.S. Naval Academy, with a Bachelor of Science Degree in Applied Science, Operations Analysis (with Merit).  For over 8 years he served as a naval officer, both as a Naval Aviator and as a Civil Engineer Corps officer.  His assignments included tours overseas (Republic of the Philippines) and in various stateside locations (flight training, fleet helicopter training and warfare qualifications, engineering and contracts training and major military construction project management), including a tour as Officer in Charge, NAVFAC Contracts, Columbus, OH.

After the Navy, Mr. Storto worked as an Operations Manager within the PepsiCo/Taco Bell organization, as Assistant Director of Engineering for a bi-state transportation authority on the mid-Atlantic coast (engineering position), and also served in a marketing and sales management executive role for Tri-State Automotive Warehouse, Inc., providing the design and execution of an aggressive marketing program.  As a manager in these various roles, he supported company operations, technical and strategic planning, and business development.

Some highlights of his management experience include:

  • Development and implementation of a distribution marketing program that directly contributed to new business and growth of existing automotive parts sales by an average of 30% annually;
  • Improved timeliness of Government payment processes to Navy contractors by 20%, allowing for smooth operations and timely completion of projects;
  • Development and implementation of streamlined approaches to Navy contract design for small construction projects, saving the U.S. Navy tens of thousands of dollars and completing projects well ahead of original schedule;
  • Over seven years of profit/loss management, while serving as President and Chief Executive Officer (CEO); and
  • Management of a profitable consulting operation.

Since 1998, Mr. Storto has worked as a Senior and Principal Consultant for Results Consulting, Inc. His experience includes analysis, design and development, and implementation of overhead expense reduction strategies, with emphasis on telecommunications.  The cost reduction range for projects completed by Mr. Storto is 17-41%.  Some highlights of his recent consulting experiences include:

  • Development and implementation of a Telecommunications Cost Improvement Program for a marketing group headquarters with over 50 members across the United States and Canada.  This organization saved over 20%/year in telecommunications overhead expenses;
  • Supported the development and implementation of a telecommunications cost reduction strategic plan for a $30M distribution company.  Implementation of the plan resulted in the collection of over $10K in vendor overcharges; and savings of over $110K/year in local, cellular, long distance and data transfer costs;
  • Development and implementation of a Telecommunications Cost Improvement Program for a $5M Wholesale Auto Parts Store Corporation with 3 locations.  This company saved over 32% in annualized expenses; and
  • Development and implementation of a Telecommunications Cost Improvement Program for a large Automotive Parts Distributor with over 90 locations.  This support resulted in ~$740K in annual telecommunication’s cost reduction (~ 36% savings), and over $122K in credits (~ 42% bottom line first year impact).

Mr. Storto is a registered Engineer-in Training in the state of Delaware, holds a commercial pilot’s license, is involved in his local community, leads a business to business academy graduates networking group in Chicago, and is a member of the United States Naval Academy Alumni Association (national and local chapters).

David M. Leather

Mr. Leather is a 1973 graduate of the U.S. Naval Academy, with a Bachelor of Science Degree in Engineering (with Honors).  For over 8 years he served as a nuclear trained submarine warfare officer.  His assignments included tours on a fleet ballistic missile submarine and a fast attack (688 class) submarine, and a tour as an Instructor and Training Director at the U.S. Navy's Nuclear Power School.

After the Navy, Mr. Leather worked as a consultant and management executive for Advanced Technology, Inc., supporting public utilities with engineering/operations analysis and productivity improvement.  As a manager he supported company operations, strategic planning, business development and cost containment.

Some highlights of his management experience include:

  • Development and implementation of cost efficiency measures for a $4M project that resulted in a profit margin increase to 25% from the initial projection of 10%;
  • Startup of a Midwestern office with development of a $6M diversified business within three years;
  • Development and implementation of a strategic plan that resulted in >30% new business and client diversification over a two year period;
  • Over eight years of profit/loss management, while serving as Operations Manager, Vice President and Senior Vice President of Operations (COO); and
  • Management of a $30M consulting operation at a 10-12% profit.

During the past ten years, Mr. Leather has worked as a Principal Consultant for Impact Consulting, Inc. Since 1998 he has joined forces with Results Consulting, Inc. as a Senior Consultant. His experience includes analysis, design and development, and implementation of overhead expense reduction strategies, with a core emphasis on telecommunications support.  The average cost reduction for projects completed by Mr. Leather is 25%.  Additionally, Mr. Leather supports the analysis, design, procurement and installation of telecommunications equipment.  Some highlights of his recent consulting experience include:

  • Negotiation of a $50K/year reduction in overhead expenses for a software firm;
  • Bid and negotiation of a "preferred provider" relationship for an association which has resulted in average cost savings of 25-40% for its members, and savings of over $2M/year;
  • Development and implementation of cost reduction strategies for express mail usage at a software consulting firm which has resulted in a savings of over 40%;
  • The development and implementation of a telecommunications cost reduction strategic plan for a $200M consulting firm.  Implementation of the plan resulted in the collection of over $80K in vendor overcharges; and savings of over $700K/year in local, cellular, long distance and equipment maintenance costs.  Also consulted on the bid and procurement process for a national telephone equipment contract, including two new phone switches for the corporate headquarters (two locations);
  • Analysis, design, development and implementation of a Telecommunications Improvement Program for a $200M Environmental Engineering Firm.  This program resulted in the installation of a state-of-the-art phone system and of a dedicated Internet access, with a positive net cash flow during the first year and extended savings of over $300K over the term of the phone system lease (five years).  It has also resulted in significant improvement in organizational productivity;
  • Development and implementation of a Telecommunications Cost Improvement Program for a $500M Truck Parts and Service Company with over 100 locations.  This company saved over $300K in annualized expenses.  Also negotiated a “national” telephone system equipment contract that saved the company over $100K in the first year of implementation; and
  • Consulting support to a large Automotive Parts Distributor with over 90 locations.  This support resulted in ~$700K in annual telecommunication’s cost reduction, and over $100K in credits.
